Validates the human-readable TSV source tables and compiles a normalized, indexed SQLite database. The output is written atomically after all foreign key checks pass.

- source_dir
Directory containing the gifter TSV source tables.
- output
Path for the compiled SQLite database.
- overwrite
Whether an existing output may be replaced.
- source_commit
Optional source commit to store in release metadata.
- reference_dir, marker_links
Passed to [validate_gifter_sources()] to verify the sources against a pinned reference snapshot before compiling.
